The Access and Eligibility Services Leadership Conference is an immersive, three-day event that will provide vision, inspiration, and actionable training designed to increase leadership effectiveness. The conference will focus on connecting AES leaders to our mission by reaffirming agency values and defining our collective purpose.
This year’s conference theme, “Next Level Leadership: The Power of Us” encourages leaders to have a growth mindset and be intentional about their own development, so they can better serve and develop those around them.
Rachel is the Deputy Associate Commissioner of Strategic Engagement and Employee Support within Access and Eligibility Services at HHSC. In this role, she and her team focuses on AES employees across the state and provides them with the information, tools, and resources they need to be successful in their jobs through the areas of change management, internal communications, leadership and professional development, employee engagement and organizational development.
Previously, she was the Texas Communications Director at Enroll America, a non-profit organization, where she oversaw all state-level press and external communications for Enroll America and the Get Covered America campaign in Texas. Before that she spent six years at the Texas Veterans Commission, the state advocate for veterans, where she worked in various roles, including Director of Communications and Veterans Outreach and Manager of the Women Veterans Initiative. During that time, Rachel also served as the Texas.gov Veterans Portal Advisory Committee Chair and was a member of the Texas.gov Customer Advisory Council.
Rachel holds a Bachelor of Journalism, concentration in Print Journalism, from the University of Texas at Austin. She lives in Austin with her husband and their three cats. When not trying out new brunch spots, she can be found at watching true crime documentaries with her cats, in Darrell K. Royal Stadium cheering on the Longhorns, or taking in live music at the many venues in Austin. She is originally from Amarillo, Texas, and is a fifth-generation Texan.
