About me
Elisa Manor Hendricks currently serves as the Operations Director for the DSHS Office of the Chief State Epidemiologist. With over 30 years in Texas state government, Elisa retired from HHSC in August 2020 as the Associate Commissioner for Community Access (CA) in AES. While in CA, Elisa oversaw programs that collaborated with community, public, and private entities to meet the needs of Texas families. Program areas included Community Engagement (2-1-1 Texas Information and Referral Service, Community Partner Program, Presumptive Eligibility, SNAP Nutrition Education Program, and Texas Works Pathways to Success); the Office of Area Agencies on Aging; and the Office of Aging and Disability Resource Centers, including the Foster Grandparent Program.
Prior to AES, Elisa served as the HHS Ombudsman for over 10 years, helping clients and the public navigate HHS programs and services. Before the Ombudsman’s Office, she worked in various roles including deputy director of Enterprise Applications – designing and implementing TIERS; director of Federal Relations in Government Relations, and before that as an Advance Planning Document Analyst, writing APDs to secure federal funding for major agency projects.
While working at HHSC, Elisa served as a speaker for many events, led and facilitated various trainings, and was also a graduate of the Governor’s Executive and Senior Management Development Programs.
Elisa’s education includes earning a Bachelor of Arts in Government from the University of Texas (UT) at Austin and a Master of Public Affairs from the UT LBJ School of Public Affairs.
Elisa is a member of Alpha Kappa Alpha Sorority, Incorporated.
She is married to Reverend Harold E. Hendricks and is the mother to fraternal twins. She is most proud to be the glam-mother to Kadyn Rae Elise, and mother and grandmother to her “fur family,” Courage and Kouper.
