About me
Dominque (Dom) Marshall joined Vendor Operations, effective August 1, 2023, as a Director overseeing the Eligibility Support Services (ESS) team. Dom brings over 14 years of experience with federal assistance programs, including expertise in adult Medicaid, cash programs, community care, and food assistance in both Florida and Colorado. He acquired his customer call center skills in Florida by assisting clients who called in for their SNAP phone interviews. During his time with the state of Colorado, he held various leadership roles, progressing from lead worker to supervisor for all assistance programs, ultimately serving in his last position in Quality Assurance for food assistance programs across the entire state.
Dom began his career in Texas in 2018 as an MEPD Worker I in Region 3. Shortly after his training, he transitioned into leadership by being promoted to an MEPD Outstationed Worker Position (OWP) Supervisor, where he managed a team of 12 MEPD workers and clerks. In this role, Dom gained valuable experience working with different nursing homes (vendors) to ensure that the services outlined in the contracts were fulfilled by both staff and the state. His responsibilities included staff development, organizing and directing work plans, monitoring service delivery, assisting in the creation of educational and professional development opportunities for staff, and providing leadership and guidance to ensure compliance with state and federal rules and regulations.
In 2020, Dom was promoted to the State Office as a Policy Analyst with the MEPD/CCSE team within Program Policy. He was responsible for planning, prioritizing, and conducting complex policy research and development support for MEPD/CCSE programs. The following year, he advanced to Manager IV of the Policy Support team, where he oversaw a team of program specialists. Dom and his team managed the operational functions of Program Policy, including routing the TW and MEPD Programs, coordinating and releasing bulletins and broadcasts for field staff, and acting as a liaison with HHS Communication to ensure that all released documents and forms were aligned with the brand guide and public-facing standards. While in Program Policy, he worked on various projects, including the PHE.
Dom currently resides in Austin, is married, and has a bonus daughter, Amariah, as well as a fur puppy named Fiona Alexandria. In his free time, he enjoys learning game coding and playing video games.
